On 19 October 2026, Agriculture Minister Sid Ali Khaldi and Adrar governor Fodil Douifi inspected the Baladna El Djazaïr agro‑industrial complex, a flagship project aimed at turning the Sahara into a hub for national dairy self‑sufficiency. The site, covering 219,000 hectares in the Adrar wilaya, is reported to be 80% complete in engineering terms, with precision‑irrigation networks and a future milk‑processing plant already visible.
The government targets a herd of more than 200,000 cattle and an annual output of 1.7 billion litres of milk, a move intended to cut Algeria’s dairy import bill by roughly $1.5 billion each year. Khaldi stressed the Ministry’s technical and veterinary support, describing the Grand Sud as a prospective "pole of agricultural investment excellence".
Baladna Algeria’s board chairman, Ali Al Ali, welcomed the "perfect synergy" with Algerian authorities, stating that the facilities in Adrar lay the foundation for the country’s long‑term food security. He reiterated the group’s slogan, "Building today, feeding tomorrow".
The project is also expected to generate over 20,000 direct and indirect jobs. Of the 102 contractual lots awarded, 69% have been allocated to Algerian companies, underscoring the emphasis on domestic industrial participation.
According to the project timeline, the first batch of imported heifers will arrive on 30 November 2026, paving the way for liquid milk production to start in December 2027. Powdered milk manufacturing is slated to begin in January 2028, marking the transition to full operational status.
