ANAC Passenger Fee Effective from February 2025, Pilgrims Exempted

The 2027 Finance Bill, approved by the Council of Ministers on 4 October 2026, amends the passenger levy that funds the National Civil Aviation Agency (ANAC). While the fee amounts remain unchanged, the amendment introduces an exemption for pilgrims undertaking the Hajj, effective from the levy’s start date.
Article 230 of the draft bill revises article 217 of the 2025 Finance Law, which originally established the "levy for the protection of passenger rights and services rendered to passengers". The revised provision sets the levy’s implementation date as 1 February 2025 and specifies that Hajj pilgrims will no longer be required to pay it.
Contrary to some media reports, the levy does not commence in 2027. The explanatory memorandum of the Finance Bill confirms that the fee has been in force since 1 February 2025, aligning the legal text with the actual rollout date after a brief technical postponement following the 2025 law’s entry into force.
The delay was attributed to the complexity of international air transport and the need to integrate the new fee into global distribution systems (GDS) in coordination with the International Air Transport Association (IATA). Air Algérie, the official representative of these systems in Algeria, oversaw the local implementation, a process that took roughly 40 days, according to the government.
Airlines began remitting the levy only after it was fully integrated into reservation systems. The 2027 Finance Bill now formalises the real‑world application date, ensuring the legislation matches the operational reality.
