ANIE Releases Preliminary Review of Candidate Lists for 2026 Local Elections

The National Independent Election Authority (ANIE) has published a provisional report on the assessment of candidacy files for the upcoming elections to municipal popular assemblies (APC) and provincial popular assemblies (APW) scheduled for 28 November 2026. Out of 5,631 municipal lists submitted nationwide, three were rejected, while six of the 434 provincial lists were disqualified.

Rejections were attributed to non‑compliance with signature‑form requirements and incomplete documentation. Specific grounds included missing legally required papers, failure to be registered on the electoral roll of the relevant constituency, not meeting the minimum age of 23 on election day, and non‑fulfilment of national service obligations or lack of exemption.

Additional disqualifications stemmed from definitive criminal convictions without rehabilitation (excluding involuntary offences), unresolved tax liabilities, and concerns over public reputation linked to questionable business ties that could affect voter choice. Candidates also fell foul of moral‑integrity standards and the ineligibility criteria set out in article 188 of the amended organic electoral law.

ANIE noted that candidates whose files were rejected may appeal before administrative courts. Replacement procedures are underway by the authority’s wilaya coordinators, with a deadline of 28 October 2026 for submitting substitute candidates.

The authority’s data show that 87,995 candidates – 54.02% of the total – are aged 40 or younger, while women number 19,327, representing 11.86% of all contenders. University degrees are held by 78,959 candidates, accounting for 48.48% of the pool.
