China Criticises US Ban on DeepSeek AI Models

China's foreign ministry condemned the United States' decision to prohibit the acquisition and use of Chinese artificial‑intelligence models from DeepSeek, calling the move an unjustified expansion of national‑security concerns and the politicisation of science and trade. Spokesperson Mao Ning made the remarks at a press briefing on Tuesday, after the ban was announced by the US Department of Homeland Security on Monday without explanation. The US Department of Defense has not responded to the measure, which follows a similar internal prohibition imposed by the US Navy in January 2025.

The ban follows accusations from US firms OpenAI and Anthropic that DeepSeek has "distilled" their models – a process that involves flooding an AI with massive queries, analysing the outputs and replicating the technology. While some US officials have warned of potential cybersecurity risks linked to Chinese AI, no incidents have been reported to date. The Chinese AI models in question are largely open‑source, meaning they can be downloaded and modified, which complicates control by their creators.

In September, a joint report from the Cybersecurity and Infrastructure Security Agency, the National Security Agency and the Federal Bureau of Investigation detailed how major Chinese AI actors could appropriate advanced US models. Former President Donald Trump has framed the development of AI as a competition between the United States and China, though his administration largely focused on reducing regulatory constraints for domestic AI firms rather than banning foreign models.
