China urges UN Security Council reform as Algeria backs African seats

China called for an end to Africa's marginalisation and for reform of the UN Security Council at the Global Governance Forum 2026 in Xiong'an on Friday evening, 23 October.

President Xi Jinping delivered the opening message, urging a more just international system, while Foreign Minister Wang Yi said the Global Governance Initiative is backed by over 160 states and organisations and has attracted more than 60 countries as Friends of the Initiative.

Algeria’s Permanent Representative to the UN, Ambassador Ammar Ben Jameh, had spoken in New York on 22 October during the 81st UN General Assembly, demanding urgent Security Council reform and at least two permanent African seats with full veto rights and five non‑permanent seats.

Ben Jameh cited the “Future Charter” roadmap as reaffirming the need to address Africa’s historic under‑representation and said Algeria remains ready to cooperate constructively with all UN members for comprehensive reform.

"We must ensure at least two permanent seats for Africa with full veto power and five non‑permanent seats," Ben Jameh said. Wang Yi added, "The Global Governance Initiative enjoys support from more than 160 countries and organisations".
