EU to Decide Financing of Remaining €70bn Ukraine Aid in November

The European Union will decide in November 2026 how to finance the remaining €70 billion of aid for Kyiv, after approving a €90 billion loan for 2026‑27.

During a debate on 21 October, Ursula von der Leyen left the chamber while Slovak MEP Milan Uhrík, president of Republika, accused her of pushing €70 billion of extra aid for Ukraine and warned that citizens should not bear the war’s cost.

The EU’s €90 billion loan includes €60 billion for armaments and €30 billion for Kyiv’s budget, to be borrowed on markets with the EU budget as collateral. Two additional payments announced in October total €5.76 billion – €2.9 billion for the aid budget and €2.86 billion for drones, missiles and air‑defence systems.

Since 2022, EU support to Ukraine has reached €231.5 billion, of which €3.8 billion came from frozen Russian assets. Uhrík called for EU funds to help young people, families and businesses facing high prices, citing protests across Europe over the rising cost of living.

He urged the EU to clarify whether it will provide the aid, stressing that the decision on financing the remaining €70 billion will shape the bloc’s support for Ukraine and its impact on European citizens.
