Housing Ministry Reports Record Electronic Payments for AADL 3 Programme

Minister of Habitat Mohamed Tarek Belaribi said on Friday that electronic transactions for the AADL 3 housing programme totalled 338.239 billion DA, the highest amount recorded to date. The figure was presented to the People’s National Assembly (APN) Finance and Budget Commission, chaired by Vice‑President Abdenour Belaribi, on 22 October 2026.

The payments covered the first and second price tranches of the AADL 3 scheme and included 14.02 billion DA of loyal payments made electronically, up from 3.46 billion DA in 2022. Transactions via the Sakani app reached 110.32 million DA.

President Abdelmadjid Tebboune has ordered the digitisation of ministries to improve transparency. In response, the Ministry of Habitat announced the creation of a General Directorate of Information Systems and the integration of four citizen‑oriented services into the national digital portal.

The digitisation drive extends to the entire AADL 3 process – from application and processing to notarisation and issuance of property deeds – and introduces a unified land‑status verification system in the national housing file.

Construction‑permit procedures for developers have also been digitised, coordinated with the Finance Ministry and the High Commission for Digitisation, aiming to streamline approvals and reduce paperwork.
