Hundreds of Mayors and Local Officials Excluded Ahead of Algeria's November Elections

Hundreds of former and current mayors, along with dozens of local party leaders, have been barred from the municipal race scheduled for 28 November 2026, the electoral authority said today.

The disqualifications were made under article 184 of the electoral law and affect presidents of Communal People’s Assemblies, former deputies, presidents of Popular Wilaya Assemblies and wilaya secretaries. More than 15 current APW members have already decided not to run.

In Mostaganem, over half of the prominent former elected officials are absent from the ballot. The APC presidents of El Hassiane, Touahria, Sour, Sidi Lakhdar and Hassi Mameche were among those excluded, as were APC presidents in Ras El Ma, El Hassaiba, Oued Sebaa, Tighalimet, Moulay Slissen, Boukhanefis, Mezaourou, Telagh, Oued Taourira, Tefessour, Sfisef, Aïn Adden and El Messaïd. Only the APC presidents of Marhoum, Dhaya, Benachiba Chelia and Aïn Tindamine were exempted.

In Aïn Oussara, six of ten APC presidents were rejected, three were accepted and one did not file a candidacy. For the Popular Wilaya Assemblies, six parties had filed lists before the MSP list was rejected, and in Sidi Bel Abbès the FLN list saw 12 of 50 candidates rejected while other parties also lost candidates, leaving about 80% of current APW members excluded.

The ruling parties – RND, FLN and Front El Moustakbal – each fielded lists in ten communes, while Mouvement El Bina El Watani stood in seven, Voix du peuple in two and TAJ in one. Parties are now struggling to recruit new candidates under 40 to replace the rejected incumbents.

A tribunal administrative in Laghouat is reviewing over 60 appeals lodged by rejected candidates from Laghouat and Aflou, with further appeals filed with the ANIE. The final candidate lists will be confirmed in the weeks leading up to the 28 November local elections.
