President Abdelmadjid Tebboune appointed Mohamed Abdelouahab Rouiai as presidential adviser for special affairs and habilitation investigations and Mokhtar Lakhdari as presidential adviser for legal and judicial matters, the decrees state.
Both appointments were signed on 18 October 2026 and were published in the Journal officiel on the same day. The moves form part of a broader reorganization of the El Mouradia presidency that has been unfolding over several months.
Rouiai will focus on special affairs and the handling of habilitation investigations, while Lakhdari will advise on legal and judicial issues, the president’s office said.
The reorganization aims to streamline decision‑making at the highest level of government and to reinforce the president’s capacity to address complex administrative and legal challenges.
