UN Security Council adopts resolution to protect children from digital threats in conflict zones

The United Nations Security Council unanimously adopted a new resolution on Monday evening aimed at safeguarding children from the growing risks posed by digital technologies in armed conflict settings. Drafted by Greece, the text calls on member states to strengthen national compliance with international law obligations to prevent and halt violations against children, including those facilitated or amplified by digital tools.
The resolution highlights the increasing concern over the use of social media and online platforms to recruit and exploit children by parties to armed conflicts, a trend the UN says is rising in multiple conflict zones. It urges states to boost digital education and awareness programmes for children, helping them recognise online dangers.
States are encouraged to explore public‑private partnerships to curb child recruitment and other abuses, and to press digital service providers to develop products that limit children’s exposure to harmful content or communications linked to conflict. The Security Council also tasked the Secretary‑General’s Special Representative for Children and Armed Conflict with compiling best‑practice examples for combating such violations.
Finally, the resolution asks the Secretary‑General to assess both the risks and benefits of digital technologies for child protection and to incorporate these findings into relevant reports, subject to resource availability. The Council reaffirmed the six grave violations against children in armed conflict: killing and maiming, recruitment and use, sexual violence, abduction, attacks on schools and hospitals, and denial of humanitarian aid.
